Bill Passed Repealing 1986 Act

On Tuesday Rajya Sabha passed the Consumer Protection Bill, 2019, replacing the Consumer Protection Act 1986. The bill seeks to strengthen the rights of consumers and provides a mechanism for redressal of complaints regarding defect in goods and deficiency in services and it has already been passed by the Lok Sabha. Food and consumer affairs minister Ram Vilas Paswan while moving the Bill for consideration and passing said it is long-pending legislation, and except five, all recommendations of a parliamentary standing committee have been included in the bill. He further said that the government has dropped healthcare from the bill due to objections from numerous members. The bill seeks to set up a Central Consumer Protection Authority (CCPA) with the aim to promote, protect and enforce consumer rights as a class. Members of opposition parties like Derek O’ Brien and KK Ragesh moved amendments for sending the bill to a select committee of Rajya Sabha for further scrutiny but it was rejected by the Upper House.
